RE:    March 24, 2015 City Council agenda item 8-A: Future options regarding the operation of Santa Monica Airport (SMO) and the City’s future use of its land currently occupied by the Airport. smgov.net/departments/council/agendas/2015/20150324/s2015032408-A.htm
  1. Because of existing litigation, SMO is extremely unlikely to close within the next 3 years.

  2. Decisions about the leases at the Airport after July 1, 2015 should:
    a. Minimize the risk of lawsuit or injunction
    b. Aim to increase/maximize revenue

  3. Measure LC, which passed in November 2014, amended the City Charter to:
    a. Prohibit new development on Airport land, except for parks, public open space, and public recreational facilities, until the voters approve limits on the uses and development that may occur on the land; and
    b. Affirm the City Council’s authority to manage the Airport and to close all or part of it.

  4. Therefore, the FOSP Board urges the City Council to:
    a. Instruct staff to start the planning process to expand the current Park on the southern “Non-Aviation” parcel adjacent to Airport Avenue with the additional 12 acres that will become available on July 1, 2015.
    b. Increase Airport leases to market rate, with no sub-leasing allowed.
    c. For maximum flexibility on the western “Quit Claim” parcel (which the federal government returned to the city in 1949, after leasing it during World War II), allow only month-to-month leases, as the ability to modify land uses on this parcel will more likely occur prior to any changes on the eastern “Instrument of Transfer” parcel.
    d. Consider conditional lease terms of no longer than 3 years on the southern “Non-aviation” parcel and the eastern “Instrument of Transfer” parcel that would maximize revenue for the City but maintain its ability to transform land uses as desired or as litigation is resolved.
